调查显示逾6成民众对政府网站不满意

中国政府已率先开始使用“中国政府.政务”专用中文域名。而且还使用了“中国政府.政务”、“国务院.政务”、“国务院办公厅.政务”、“中央人民政府门户站.政务”等多个专用中文域名，民今后就可以通过这些专用中文域名直接访问中央政府门户站。

　　公众会去政府站了解信息吗？哪些政府站会受公众欢迎呢？

　　近日，中国青年报社会调查中心通过新浪，对1110人进行的一项调查显示，85.6%的人曾访问过政府站。据北京市中科医院清华大学媒介调查实验室今年前三个季度，对国家各部委站监测数据显示(30万样本)，卫生部、农业部、财政部的访问量排在前三位。

　　河北省秦皇岛市某通信公司职员赵先生，最近经常登录该市住房公积金站，“我刚贷款买了房子，想把商业贷款转成利率比较低的公积金贷款，但是又不了解相关政策，政府的站最权威，我查查解决办法，也看看公积金中心和房地产商的合作有什么最新消息”。

　　调查发现，虽然85.6%的人曾访问过政府站，但是仅有28.3%的人经常访问，57.3%的人偶尔访问，还有14.4%的人从来没访问过政府站。

　　对此，“中国上海”政府门户主任、上海市政府公众信息管理中心主任孙松涛表示，政府站这几年得到了领导的重视，但是重视的程度还没有达到与公众的期望或者与整个政府工作相符北京中科白癫分医院合的程度。“因为政府站处在传统政府向现代政府转变的过程中。公众对通过政府站获取信息和服务，比如上办事等意识还没有达到日常化、自觉化，这就需要让舆论或者宣传机构去培养公众的这种意识。只有先让公众去关注，公众才会需求。公众的参与可以发现更多的问题，使政府站不断地提高、完善。”

　　大连理工大学管理学院的叶鑫博士认为，除了政府站的宣传需要提高之外，某些政府站信息也要做到及时更新。现在一些政府站只是作为政府信息发布的一个窗口，如果能提供更多的与公众、企业的在线互动等服务，访问率将会大幅提高。

　　本次调查也印证了这一点。调查中，当问到你访问政府站的原因时，讨论政府公共事务，参与意见交流排在最后，仅有18.3%的人选择此项。同时，32.5%的人表示政府站最需要加强的是开展上互动交流，增强政中科医院以品质领跑行业府与公众的沟通。

　　清华大学媒介调查实验室对政府站的监测数据显示，今年前三个季度中国政府以13870万次的访问量遥遥领先。记者点开中国政府的“在线访谈”栏目，发现从去年12月开始，平均每月有4-5次在线访谈，针对当前的热点邀请国家有关部门负责人与友互动。

　　调查中，68.4%的人表示访问政府站是为了查找权威的政策、政务信息，31.8%的人是为了向有关部门反映显示情况，30.5%的人是为了了解政府机构的职能和职责，28.9%的人是为了上办理相关事务。

　　清华大学媒介调查实验室主任赵曙光表示，我们的政府站监测数据显示民访问次数整体上在增加。很多站已经成为政府披露信息，老百姓了解政府工作内容、政策信息的一个通道，“有一些文件，并不能下发北京中科医院到每个老百姓手上，而文件公布在上之后，任何人在站上能够查到文件的内容和原文，这就避免政策在传递的过程中发生一些信息被扭曲的情况”。

　　调查显示，61.3%的人对政府站感到不满意，32.0%的人感觉一般，不到7%的人表示满意。

　　“在信息时代下，电子政务应该逐步走进政府的核心体系里边去，是不可或缺的一个部分。”孙松涛指出，电子政务的发展是政府职能自我创新、管理创新的过程。目前全国的政府站本身的体制还游离在政府的体制之外。比如说全国的政府站机构基本上属于事业单位，而它面对的工作往往就是政府自身的工作，不属于公务员系列，游离在政府之外，却去办政府的事，产生很多不方便的地方。“想想看，让一个事业单位去指挥政府所有的部门去完成电子政务的服务信息，然后在上传给老百姓，这是多大的一个体制上的障碍。而且现在自上而下的管理体制也不一样，有的地区是宣传部在管，有的地区是办公厅、办公室在管，有些地方是信息化的部门在管，体制上完全不统一。”汕尾造假币窝点藏在衣柜下假币堆成1米多高
